What Is an Empowerment Scholarship Account?

An Empowerment Scholarship Account (ESA) is a state-funded education account given directly to parents. When a family accepts an ESA, they sign a contract agreeing to provide their child an education covering reading, grammar, math, social studies, and science. The funds can go toward private school tuition, home-school education, and tutoring among other services.

For families who’ve already tried the school-based route and are still watching their child struggle, this is the piece that changes what’s possible: specialized, individualized tutoring becomes something you can actually afford, not just something you wish you could afford.

Does My Tucson Child Qualify?

There’s more than one path to ESA eligibility, and the right one depends on your child’s situation:

  • Any Arizona resident student in kindergarten through 12th grade, who is not in a charter or public school, can generally qualify under the program’s universal eligibility category.
  • Students with a current IEP, MET evaluation, or 504 Plan from an Arizona public school have their own eligibility category. This is the path many of our families use, since so many of the children we work with have a dyslexia, ADHD, or autism diagnosis already documented through their school.

A lot of families get confused because the funding process isn’t clearly explained. ESA funds are managed through a platform called ClassWallet, and there are a few ways to use it to pay for tutoring:

  • Direct Pay to a registered vendor. Since Marmalade Skies is already set up in ClassWallet, you can pay us directly through the platform.
  • Reimbursement. If you’ve paid out of pocket, you can submit a receipt and get reimbursed.
  • The ClassWallet Marketplace, which is more commonly used for curricula and supplies than for tutoring services.

One thing worth knowing before you start: tutoring requires a detailed invoice, not just a basic payment receipt. A Square, PayPal, or point-of-sale receipt on its own won’t be accepted.

A proper invoice needs:

  • The provider’s contact information
  • An invoice number and date
  • Your student’s name
  • An itemized list of the services provided with dates
  • The total amount charged.

As for timing, ESA funding is distributed quarterly (July–September, October–December, January–March, and April–June), and it typically takes about three weeks for a new account to be funded in ClassWallet after your contract is signed.
